El documento contiene los lineamientos de una política general de archivos de graves violaciones a los DD.HH, infracciones al DIH, memoria histórica y conflicto armado así mismo el documento de política responde a la necesidad de llenar un vacío jurídico e institucional pues, en los momentos actuales del país, además de las normas generales ya establecidas en las leyes vigentes, resulta imperativo generar unos lineamientos políticos e institucionales que indiquen cómo se debe concretar el deber de memoria del Estado, de que manera tales agrupaciones documentales pueden ser difundidas y apropiadas por la ciudadanía, y cuáles son las tareas del CNMH como institución encargada de constituir el archivo de derechos humanos y memoria histórica. |
