La primera vez, en 2006, el tema central fue el reto del Estado mínimo que venía del fujimorato, idea desarrollada durante el apogeo del Consenso de Washington (también llamado pensamiento único). En 2007 y en 2010 buscamos aportar a su revisión teórica y política, así como al estudio de la direccionalidad de los cambios que se requieren en las instituciones políticas y en los aparatos de Estado.
