Nuestro primer contacto con las negociaciones comerciales internacionales ocurrieron 1980, cuando realizamos un Postgrado en Gerencia Internacional en México D. F. Posteriormente, y ya como funcionario internacional de la Organización de Estados Americanos (OEA), formamos parte del reducido grupo de investigadores y profesores que constituyó la primera escuela de negociadores de América Latina en aquel proyecto conjunto entre la OEA y el Brasil el Centro Interamericano de Comercialización (CICOM) que, bajo los auspicios de la prestigiosa Fundación Getulio Vargas, desplegó por todo lo largo y ancho de esta América mestiza y aún taciturnalas técnicas e instrumentos del comercio internacional y las negociaciones. Ello nos permitió desarrollar desde 1982 hasta la fecha decenas de seminarios y cursos sobre la materia, así como elaborar el libro Negociación y contratación internacional, editado en 1993 en Asunción (Paraguay) y posteriormente en Bogotá (2007). Al cual se sumó. |
